Society for Project Implementation Research Evaluation and Training (SOPIRET) Established in 1985 as a non-profit, non-political, social and multi-Sectoral voluntary organization. Since 1985, SOPIRET has been conducting its constructive socio-economic activities in line with the needs of the poor in order to empower the poor, especially women. At present, SOPIRET is operating Various projects in 33 upazilas like Laxmipur, Chandpur, Comilla, Noakhali and Feni districts with health, education, ENRICH, RMTP, RAISE and micro-credit activities. In addition to its ongoing development activities in the evolving socio-economic changing situation, SOPIRET has been conducting "Social and Cultural Activities program ", like school forum and club-based activities for school-college adolescents and for the backward elders of the society "Uplifting the quality of the lives of elderly people program", since July 2017. The organization is committed to improving the quality of the lives of disadvantaged people in the region. As a partner organization of the Palli Karma-Sahayak Foundation (PKSF), (SOPIRET) is now implementing a sub-project under RMTP to improve the productivity, quality, service, and market system of the fisheries sector in the Noakhali, Lakshmipur and Chandpur district.

SOPIRET is seeking for a proposal from interested consultant/ consulting firms for ‘Hiring Consultant/Firm to conduct end line survey of Production and Marketing of Safe Fish & Fish Product titled value chain sub-project on an urgent basis from qualified, honest, hardworking and experienced candidates/ Consultant/Firm who are interested in working with the rural community in the organization`s work area. Work area: Districts of Chittagong Division (Noakhali, Lakshmipur and Chandpur district).

• The consultant will be responsible for delivering a series of outputs throughout the assignment.

• An inception report will be submitted within 15 working days of contract signing, outlining the overall design, methodology, rationale, tools, analytical approaches, and a detailed work plan, along with draft questionnaires or interview guides.

• A statistically sound sampling frame and sample size will be developed, followed by the preparation of data collection tools including both quantitative questionnaires and qualitative checklists. Key discussions and consultations held during the process will be documented through interview notes and supporting documents.

• Preliminary findings will be shared through a PowerPoint presentation and a concise handout in an online workshop, where feedback from PO and stakeholders will be gathered and incorporated into the draft report. Additionally, a three-page brief summarizing key objectives and results will be prepared for wider circulation.

• An indicator table will be produced to compare progress against baseline values, including disaggregated data for treatment and control groups.

• The final report will include an executive summary, detailed analysis of the intervention, methodology, limitations, findings, conclusions, and SMART recommendations with a focus on gender and youth involvement in value chain development. It will also contain appendices such as the ToR, references, lists of respondents, and other relevant materials.

• Five hard copies and an electronic version of the final report will be submitted one week after receiving consolidated feedback.

• Case studies capturing success stories from the field will be incorporated to enrich the findings.

• Finally, the consultant will deliver the complete dataset in Excel and SPSS formats. All deliverables produced under this assignment will remain the property of RMTP/PKSF, and evaluators will not be permitted to use or publish them independently without prior written authorization.
