Responsibilities & Context
Responsible for:
Assisting the Head of Fleet regarding all administrative and record-keeping functions associated with the floating hospital ships.
Charged with the responsibility of maintaining comprehensive technical records and reports for the floating hospital ships, collaborating closely with personnel from the Fleet Management Department.
Tasked with coordinating communications with the Department of Shipping and other third-party entities, such as insurance providers, concerning dry-docking, renewal of registration, survey, and insurance documentation.
Activities:
The individual shall be responsible and accountable to the Head of Fleet within the Fleet Management Department.
He will support the Head of Fleet Management in overseeing hospital ship classification, surveys, inspections, and maintaining all related records, documents, and compliance requirements.
He will support the Head of Fleet Management in strategic planning and ensure timely updates on surveys and inspections, providing at least three months’ prior notice of upcoming requirements.
He will conduct technical inspections of hospital ships and ancillary boats, prepare inspection reports, and respond to emergencies, breakdowns, repairs, docking, renovations, or directives from the Head of Fleet as required.
He will establish and maintain communication with the Administrator and/or Master of all floating hospital ships operated by Friendship concerning ship administration and the procurement of supplies, spares, fuel, lubricants, and other necessary materials.
Moreover, he will oversee recruitment, leave management, discipline, and overall welfare of fleet personnel. He shall ensure the safety and security of the vessels, machinery, equipment, and ancillary boats.
The individual will maintain and update documentation on machinery performance, operational hours, repairs, and engine logs, conduct performance and cost analyses, modify reporting forms when necessary, and promptly report any abnormalities to the Head of Fleet.
He will keep accurate records of all fuel and lubricating oil supplies and consumption, conduct trend analyses of consumption, and report any discrepancies to superiors.
The individual shall process monthly requisitions for fuel and lubricating oils through the ERP system, submitting them for review, approval, and subsequent supply.
He will oversee the relocation of ships as required and may need to travel as necessary to identify suitable sites for the vessels.
He shall liaise with the Supply and Procurement Department to ensure the timely and accurate delivery of requisitioned items, maintaining records of supply and receipt by the respective ships.
The individual shall maintain comprehensive records of all Purchase Requests (PR) issued for each vessel by the Fleet Management Department, detailing the associated costs for spares, stores, and other relevant items to ensure effective budgetary control and review.
The individual shall review the biannual inventory of consumable stores and spares, conducted by the Administrator, and shall keep accurate records of the inventory. Any abnormalities or anomalies identified shall be reported to the immediate supervisor.
When delegated, the individual shall periodically assess the condition, performance, and operational status of all trawlers, speed boats, cabin speed boats, outboard engines, and other vessels associated with the floating hospital ships of Friendship, reporting findings to the Head of Fleet.
The individual may be assigned additional duties as required or directed by the relevant higher authority, provided such tasks align with their competency or grade. It is imperative that the individual observes and upholds Friendship's Code of Ethics, Policies and Guidelines, Rules and Regulations, as well as Personnel Confidentiality Policies, always.
Skills and Competencies
Education:
A minimum of a Certificate of Competency (COC) Class 3 or Class 2 in Marine Engineering, or a degree in Mechanical Engineering, Naval Architecture, or Electrical Engineering.
Knowledge: Proven expertise in office and technical management, coupled with a strong command of computer literacy.
Skills: Excellent proficiency in English, along with a high level of motivation and strong interpersonal skills.
Experience: A minimum of 5 to 8 years of experience in both administrative and technical management, as well as logistical operations.
Preference will be given to candidates with on-board experience as a Marine Engineer, particularly those with an electrical engineering background.
