Responsibilities & Context
The Assistant Project Officer-(Monitoring & Reporting) will be responsible for planning, implementing, and overseeing the MEAL activities of the SCALE project. This includes developing M&E frameworks, tools, and apps-based systems (KOBO/ODK/ONA/EPI-info) to collect, manage, and analyze project data, ensuring timely and accurate monitoring of field activities. The Role will regularly conduct field visits, support enumerators, and maintain robust information management systems.
The role also involves coordinating and managing research, baseline surveys, needs assessments, feasibility studies, post-distribution monitoring, and impact evaluations. The officer will analyze and visualize data using Excel, SPSS, PIVOT, PowerBI, or other appropriate tools, providing technical guidance to projects and programs. Reporting, documentation, and knowledge sharing are key responsibilities. The Role will prepare quality reports, case studies, and visual documentation for donors and management, facilitate lessons learned workshops, and track project learning plans. The position requires maintaining strong coordination with government agencies, UN bodies, NGOs, and other stakeholders, contributing to strategic planning, country-level business plans, and dissemination workshops. Upholding safeguarding principles, child protection, ethical standards, and promoting team accountability and continuous learning are essential aspects of the role. The role will also ensure the security of staff, participants, and project resources, and actively participate in seasonal program implementations.
Planning, and Implementation of MEAL as per Framework - 30%
Develop and review M&E Plan, M&E Framework, and Logical Framework of the SCALE project
Develop different qualitative and quantitative methods, tools, and strategies for monitoring, evaluation, and research of the SCALE projects
Develop apps-based tools (KOBO/ODK/ONA/EPI-info) for MEAL collecting the data and information of RHs and others
Organize frequent field visits and monitor the projects regularly
Follow up with enumerators/interns/volunteers during data collection and monitoring.
Colleting necessary information as and when needed to assess, evaluate or other purpose of the project
Contribute to developing an information management system for IRB
Research, Evaluation and Analysis - 20%
Coordinate and manage to conduct baseline surveys, need assessment, feasibility study, RBM, After Action Review, Post Distribution Monitoring, Midterm and Final Evaluation and impact study of various projects
Contribute to conducting research and action research
Provide technical support for the SCALE projects and programs on monitoring and evaluation, need assessment and managing research.
Support the MEAL team in analyzing, presenting and visualizing data through Excel, SPSS, PIVOT, PowerBI and/or other appropriate tools.
Reporting - 20%
Regularly update the Reporting Track.
Prepare event report
Preparing the monthly quarterly, interim, final and other need-based reports of the project for the donors and the management as well.
Coordination with each member of staff to prepare the report
Contribute to preparing monthly reports, quarterly narrative reports, final reports of different projects
Contribute to generating quality research report, baseline study report, monitoring and evaluation report, after-action review report, post-distribution monitoring report and field visit reports, and any others as well
To disseminate reports and study findings with respective
Facilitate documenting case stories and capturing activity-oriented photographs
Accountability & Learning - 10%
Support the MEAL team in achieving IHSAN standards by contributing to implementing accountability mechanisms (CFM).
Support developing a CFM plan for each project.
Support ensuring the learning plan and track the learning plan for each project.
Contribute to coordinating, organizing, facilitation and documentation lesson learning workshop.
Contribute to organizing annual learning and sharing meetings of various projects
Coordination - 10%
Establish and maintain effective linkages with government, strategic networks, and partners to ensure influence on the local and national level for different projects
Representing IRB to government, employers, UN agencies, and other NGOs concerning the projects, including participation in consultative meetings with other partners
Ensure coordination and integration across various sectors and approaches in the working areas
Capacity Building & Strategic Development - 5%
Contribute to organizing dissemination workshop with management as well as other stakeholders
Contribute to developing and updating the IRB Business plan and Country Strategy
Others - 5%
Ensure and uphold safeguarding principles, child protection policies, and ethical standards in all interactions with children, families, and project participants.
