Requirements
Education
- Master of Business Studies (MBS) in Finance
Master’s in accounting or Finance with 4 years bachelor’s degree. Those who are CA(CC) completed or partly qualified will be given preference.
Knowledge of the local context in the Rohingya community.
Sensitivity to cultural and diversity issues.
At least 5 years’ work experience in a relevant role in the development sector.
Strong knowledge of financial regulations, grant management, and compliance.
Proficiency in financial software applications.
Knowledge of IPSAS will be an additional asset.

- Maintain open and professional relations with all the project team members, promoting a strong & respectful team spirit, ensuring effective communication, and opportunities for debriefing.
- Consistently and dedicatedly monitor/assess the safety and security of the team, promptly reporting concerns or incidents to Mukti Cox’s Bazar management and liaising with other external parties as required to maintain/enhance the security environment.
- Other duties as assigned by the supervisor to ensure quality implementation and contribution to Mukti Cox’s Bazar.
- Strong facilitation skills, proven experience in conducting trainings/capacity building on finance related issues in English and Bengali.
- Demonstrated experience working in the FDMN response, humanitarian programs, and collaboration with other humanitarian actors.
- Ability to communicate clearly, concisely, and persuasively, including the ability to advocate for and simplify complex education concepts.
- Excellent English and Bangla oral and written communication skills.
- Can effectively translate to and from English to Bangla to Chittagong/Rohingya language.
- Strong computer skills, including Microsoft Office package.
Responsibilities & Context
Manager-Finance position is to maintain accurate accounting records in compliance with financial policies and procedures of MCB. S/he supervises and ensures excellence in books of accounts (Cash book, General ledger as well as regular accounting reconciliations. He also prepares accurate and timely financial summaries, reports and assessment of financial needs and cash flow requirements, controlling bank account balances, cash holding to optimal balance to avoid any liquidity issues of Project Office & Project funds. He/she also will review and ensure timely drafting of inputs for finalizing donor reports.
Financial Planning and Budgeting:
Develop and implement financial plans and budgets with collaborating of Project Coordinator.
Collaborate with relevant stakeholders to ensure alignment with project goals and donor requirements.
Grant Compliance:
Ensure compliance with donor requirements and grant agreements.
Work closely with project teams to monitor grant expenditures and maintain accurate records for audits.
Financial Controls and Policies:
Establish and enforce financial controls and policies of organization, government & donors.
Conduct regular reviews to ensure adherence to financial procedures and identify areas for improvement.
Cash Flow Management:
Manage cash flow to ensure adequate funds are available for project activities.
Monitor and forecast cash needs and coordinate with relevant teams to ensure timely disbursements.
Payment Management:
Make payment of staff salary, volunteer incentive, vendors bills & others financial outstanding in timely manner.
VAT & Tax Management:
Ensure VAT & Tax deduction at source and deposited into treasury within timely manner.
Provide salary certificate & Tax deduction documents to staff within timely manner.
Financial Reporting:
Prepare and submit accurate and timely financial reports to management, donors and relevant authorities.
Provide financial analysis and insights to support decision-making.
Audit Preparation and Coordination:
Prepare for and coordinate external audits in collaboration with audit firms.
Address audit findings and implement corrective actions as needed.
Capacity Building:
Lead and supervise the finance team, providing guidance, mentoring and professional development opportunities.
Build the financial management capacity of project staff through training and support.
Grants and Contracts Management:
Review and negotiate financial terms in grants and contracts.
Ensure compliance with financial reporting requirements specified in grants and contracts.
Financial Risk Management:
Identify and assess financial risks associated with project activities.
Develop and implement strategies to mitigate financial risks.
Policy Compliance & Safeguarding:
Advocate for the integration & upholding Core humanitarian Standard (CHS) among team & stakeholders.
Safeguarding and PSEA: To meet the program`s objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
