  • Master`s in Development Studies, Social Science, Applied Statistics, Economics or equivalent with combination of qualifications and practical experience in relevant field.

Experience

Additional Requirements

  • 8 years` experience, with at least 5 years of managerial experience in managing consortium programme, in the relevant field focused on Humanitarian and Resilience activities.

  • Experience in MEL plan development and implementation in managerial role in various donor`s programs.

  • Proven Skill in statistical software packages. SPSS, NVIVO, Access and Excel are essential.

  • Proven experience in managing web-based based MIS.

  • Proven skill in using Kobo toolbox for data collection and management.

  • Strong commitment to accountability, social justice, promoting gender awareness and equality.

  • Ability to work effectively in a culturally diverse organization.

  • Ability and willingness to work in stressful situation and travel away from home and stay in the field.

  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.

  • Strong communication skill in both verbal and written in English and Bangla.

  • Computer skills in MS word, Power point.

Responsibilities & Context

Project Name: Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)

Duration: Initially 1 year from the date of joining with a high possibility of extension based on fund availability & performance.

Responsibility # 1: Development and Implementation of MEL System 35%

  • Design monitoring tools to capture process monitoring, immediate outcome monitoring data, and post distribution monitoring (PDM) with support from the consortium partners.

  • Ensure all evaluation studies, MEL process and periodical monitoring assessment tools and checklists incorporate environmental and climatic issues, gender and inclusion, market-based approach (MBA), demand-driven renewable energy, nature-based biodiversity protection and restoration and policy advocacy concerns as per the FCDO requirements and GoB rules and policies.

  • Support all evaluation studies, i.e. midline and end line evaluations in collaboration with consortium partners.

  • Guide Sr. MEAL & Documentation Officer and consortium partners field level MEL staff to roll out MEL plan to track progress against logframe indicators, and assumptions.

  • Train consortium partners field level MEL staff to collect and collate data and evidence against ICF and CARE vision 2030 indicators following ICF KPI and CARE indicator guidance.

  • Ensure real time monitoring data is collected, stored in CARE TRACK (web-based MIS), and be visible to project management unit (PMU) and Technical Advisory Group (TAG) and Steering Committee (SC), and be shared with FCDO anytime.

  • Support consortium partner colleagues to ensure that monitoring data and related recommendations are used for decision-making to improve programme quality and address under-/over-achievement.

  • Ensure all information is collated, maintaining standard quality procedures, ethical guidelines, and FCDO compliance.

  • Support programme team to submit periodic progress report, and other key deliverables to FCDO on time.

  • Provide technical support to project and partners staff in planning and implementing MEAL systems and activities.

Responsibility # 2: Setting up Accountability Mechanism 20%

  • Establish regular feedback loops that allow the team to take new information, learn from it, and make changes based on the evidence.

  • Ensure consortium partners use multiple channels including hotlines and feedback boxes which capture and respond to community and stakeholders’ feedback in a timely manner.

  • Ensure consortium partners are using accountability mechanism’s data for corrective action as a part of adaptive management process.

  • Strengthening accountability mechanism through engaging project stakeholders’ such as community people, government agencies (DoE, DoF, DLS, BWDB, DDM), and private sectors etc.

  • Ensure that the accountability mechanism is effectively functioning including closing the loop of all feedback, keeping record.

Responsibility # 3: Donor and NGOAB Reporting and Compliance 20%

  • Coordinate with consortium-wide programme and MEAL team for establishing effective information sharing, and reporting mechanism.

  • Prepare quantitative and narrative donor reports (e.g. monthly, quarterly, annual), in coordination with the Regional Programme Coordinator, Regional Manager- Climate Smart Livelihood Practices, and Head of MEL.

  • Ensure that the project collect and organize all necessary information at regional level to produce substantial evidence against the indicators mentioned in the proposal and log frame.

  • Work with Regional Finance and Sub-Grant Manager for timely submission of annual report, budget/revised budget/ revised FD-6 and report to NGOAB.

  • Ensure compliance of the FDCO requirement in quality assurance, monitoring and accountability by both CARE and consortium partners team through web-based/online monitoring tools and applications.

  • Follow carefully all CARE International and CARE Bangladesh requirements in the implementation of the MEL system.

Responsibility # 4: Knowledge Management and Learning 25%

  • Support C3ER, BRAC University and all other thematic partners to ensure production and dissemination of knowledge products, case stories, visual presentation and media coverage communicated as per knowledge management and learning plan.

  • Work with C3ER and other partners to utilize all staff as knowledge cultivators, nurturing and supporting a learning culture within the programme.

  • Capture learning from locally developed adaptation plans for ECAs and the communities including diversity of landscapes and interconnecting agro-ecosystems, forests, and other ecosystems.

  • Facilitate programme team to demonstrate learning from process monitoring, data verification, annual reviews, evaluations, and project completion review.

  • Support the consortium partners to capture learning on how the project is meeting its aims and contributing to Bangladesh Climate and Environment Program (BCEP) intended impact free and demonstrating value for money.

  • Support consortium partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes over the period.

III. Reporting to: Head of Monitoring Evaluation and Learning, NABAPALLAB Project

Compensation & Other Benefits
